The Streets Transportation Department is seeking motivated and dedicated Traffic Engineer Is to join a diverse hands-on team. These positions involve the application of professional traffic engineering work at the entry professional level and/or intelligent transportation systems (ITS) knowledge including skills to a wide variety of engineering functions. There are currently three vacancies within the Traffic Services Division.

Arterial Systems Management Section

ITS Engineering Specialist position will apply professional traffic engineering knowledge and skills. The main work of this position will be collecting, analyzing, and interpreting high-resolution traffic signal data from intersections using specialized software to identify performance issues, optimize signal timings, and improve traffic flow, often utilizing tools such as Automated Traffic Signal Performance Measures (ATSPMs) and Structure Query Language (SQL). This position will also assist in developing and implementing strategies for improving arterial traffic flow and safety, utilize system performance measurement tools, and assist in evaluating ITS technologies. The ITS Engineering Specialist will report to the Senior ITS Traffic Engineer.

Traffic Safety Section

Neighborhood Traffic Mitigation Coordinator will be responsible for managing the Neighborhood Traffic Mitigation program which includes responsibility for the speed hump/cushion program. This position is responsible for communicating to residents and HOA associations on the speed hump/cushion program over the telephone, in person, via email, and through public presentations. This individual is also responsible for managing and coordinating the construction of all the speed hump/cushion projects with the residents, contractors, and the Right-Of-Way Management Section. Other duties include but are not limited to, working in GIS and Excel databases, evaluating drainage issues at current/potential traffic calming locations, evaluating conditions of existing speed hump/cushions, as well as exploring other traffic mitigation measures.

The School Safety Coordinator acts as a liaison for 500+ schools in Phoenix providing oversight for school traffic safety and making recommendations to address school safety and traffic concerns such as pedestrian crossing areas, traffic generated from pick-ups and drop-offs, or school zone coordination. These duties include maintaining and updating school crossing operating agreements, reviewing and updating school related signs and markings, responding promptly to requests related to school safety, and developing positive relationships with schools and districts. In addition to these functions, the School Safety Coordinator also organizes school and community educational events such as Walk and Bike to School Days, and Bicycle Safety Rodeos, writes grants for school safety, and prepares and delivers training curricula to children related to pedestrian and bicycle safety. Both positions will report to the Neighborhood Traffic Mitigation Engineer.

IDEAL CANDIDATE

  • Must be comfortable presenting reports, proposals, and findings.
  • Capacity to work autonomously while managing workload and meeting deadlines. 
  • Comfortable working in high-pressure environments and completing tasks on time.
  • Strong interpersonal skills with a focus on professional conduct in public engagements. 
  • Expertise in Microsoft Office (Word, Excel, PowerPoint) and desktop publishing programs. 
  • Knowledge of transportation and traffic engineering principles, such as traffic flow, signal systems, road design, and safety standards.
  • Strong written and verbal communication skills, with the ability to convey information clearly to both technical and non-technical audiences.

Demonstrated ability to:

  • Learn and use other relevant software tools for project management or data analysis.
  • Use sound judgment and patience while resolving issues and responding to public inquiries.
  • Prioritize tasks effectively, manage multiple projects simultaneously, and meet deadlines with attention to detail.

SALARY

Pay Range: $35.08 to $51.83 per hour.

Hiring Range: $35.08 to $38.68 per hour.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in civil engineering, including courses in traffic engineering.
  • Working irregular hours, weekends, holidays and evenings may be required.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Public speaking experience.
  • Engineer-in-Training (EIT) Certificate, or Professional Engineering (PE) license from any U.S. state with ability to obtain Arizona licensure within six months of hire, preferred.

ITS Engineering Specialist

Experience with/of: 

  • Analyzing and aggregating traffic signal data such as ATSPMs.
  • Working within a traffic management center (TMC) environment.
  • SQL, GIS, application development/interface, system integrations, data management, Python scripting, network architecture, etc.
  • Intelligent transportation systems (ITS) applications and technologies, including Advanced Transportation Management Systems (ATMS) such as KITs and TransSuite.
  • Emerging technologies, including connected and automated vehicle systems, smart detection systems, machine learning systems, emergency vehicle preemption (EVP)/transit signal priority (TSP) technologies, etc.

Neighborhood Traffic Mitigation Coordinator

Experience with/of:

  • GIS and Excel databases.
  • Road construction and ability to read plans.
  • Traffic counts, studies, and traffic calming practices.
  • Work zone principles, and the traffic barricade manual.

School Safety Coordinator

Experience with/of: 

  • GIS and Excel databases.
  • MUTCD and school-related signage.
  • School ingress and egress procedures and plans.
  • Using good judgment and creativity while handling residents and organizations requests.
